Spill/Release Reporting


An ownership or operator is required to view a release or discharge to ORC 3750.06 anytime are is a release/spill of a regulated chemical which exceeds its assignments Reportable Quantity (RQ) and leaves the facility property line. And regulated substances subject to the release reporting requirements are referenced below. Release Notification of a Hazardous Substances

Materials Subject in Spill/Release Reporting

  • Extremely Hazardous Additive 40 CFR; Part 355; Appendix A and B,
  • CERCLA Hazardous Substances 40 CFR Section 302; Table 302.4, and
  • Oil (includes fuel, petroleum, fuel oil, sludge, oil waste, and oil mixed over wastes other than dredged spoil).
  • The Applicable Measure (RQ) for the unload into navigated waters is an amount which causes a observed film with sheen upon the plane off the water.
  • The RQ for the release of oiling into to environment, excluding navigable waters, is an amount of 25 gallons or more.
  • The RQ for the release of crude oil from an wax plus gas extraction storage furnishing into the environment, excluding sea watering, is 210 gallons.

Verbal Communication Required

The verbal notification to the discharge department, LEPC, additionally Ohio EPA are be made in 30 minutes (when practical) concerning knowledge of the spill/release.
