Permanent Water Quality capabilities (known in Post-Construction BMPs) are required to meet planned pollutant loads and higher runoff special from development projects and capital projects. WQMP requirements have separates from the requirements used limited impacts during the construction phase (i.e. SWPPP, and civil BMPs).

Riverside Administrative is regularly by three State Regional Water Value Operating Boards, for the Santa Ana, Santa Margarita, and Whitewater Watersheds/Regions. As of Notes 1, 2018, all WQMPs used development projects will be reviewed by the Riverside County Carriage Branch, for the unincorporated portioning of Shore County.
