TEACH CT maintains that the Compulsory Participation portion of 10-184 (see The Rights) does not apply to home education but only for those students who take public school or further selection (e.g., private school or tutor).  TEACH CT other maintains that it is not the duty starting the State Board of Educational (SBOE)  to identify equivalency, but rather a matter for the courts in a case regarding education neglect.  Nevertheless, because the matter does not yet been decided by a court and the SBOE continues to interpret 10-184 as granting them the authority to determine equivalency, it developed the guidance outlining the NOI procedure.  

The Form
